Consumers should not depend on concrete implementations.
ResolveFilePath(String) returns a valid FileInfo file or throws if resolution fails.
TryResolveFilePath(String, out FileInfo?) returns true and sets the resolved FileInfo on success, or returns false and sets null on failure without throwing.
Note for Implementers: Implementations of ResolveFilePath(String) should throw when resolution fails, while implementations of TryResolveFilePath(String, out FileInfo?) must not throw on failure.
